The proposed finite offline pack price of USD 7 is a hypothesis. The pack is not available to buy. Optional pack-specific launch interest appears below; it is separate from the local demo. This standalone prototype promises no custom setup, monitoring or future updates. Existing free comparison and export remain available.
1. Choose two files
Each file: UTF8, at most 1 MB (1,000,000 bytes) and 5,000 data rows; identical headers in the same order; unique nonempty exact keys. Quoted CSV fields, escaped quotes, BOM and CRLF are supported. No guessed matches or repairs.
2. Set your policy
Price limits are absolute increases in the unit you choose, for keys present in both files. Decreases and equal prices pass this rule. Every price in both files must be a plain nonnegative decimal: digits and one optional decimal point, at most 64 characters. Currency signs, commas, spaces, negatives and exponent notation are rejected. No currency conversion or business recommendation is made. Other changed columns are recorded and allowed.

The accompanying finite local snapshot includes a dependency-free CLI. Save your policy above and use:

Exit 0 means PASS; 1 means BLOCK; 2 means unsupported or invalid input (REJECTED). The CLI reads local files, writes JSON to stdout and makes no network requests. A PASS covers only the displayed rules; it is not permission to import or purchase inventory.

The proposed pack contains a standalone offline HTML page, a dependency-free Node CLI, a reusable policy file, examples and a short guide. The CLI emits JSON and exits PASS, BLOCK or REJECTED so you can run the same fixed rules repeatedly.
The current browser demo remains free. The future pack would be a finite versioned download, with no custom setup, monitoring or future-update promise.
After you explicitly consider USD 7, the optional online flow records your declared workflow answer, if given. Your email is sent only after you request this pack notice; source and allowlisted placement are client claims, not verified referrals or humans. Notice version: csv-policy-pack-intent-v2. Random browser-instance records expire after 14 days; unconfirmed email after 14 days; confirmed intent after 90 days. Unsubscribe removes your email from the pilot store and retains a minimal hashed suppression record. The email provider retains its delivery logs. No cookies, local storage or CSV data are used.
A successful non-example local run also records an anonymous, client-reported supported-run event. These events include only an allowlisted source/placement label, may include bots and are not counts of verified humans. The optional workflow answer never includes rule values, CSV headers, keys or file details.
